TIAN Xinmin is Associate Dean at Antai College of Economics and Management (ACEM), Shanghai Jiao Tong University (SJTU), Associate Dean of Industry Research Institute of SJTU, and President of Federation of Ethnic Minorities of SJTU. He received PhD degree in Management from SJTU in 2005. He once served as Deputy Secretary of CPC Committee of ACEM.

He is mainly engaged in research on strategic human resources management, organizational behavior, leadership, creativity and higher education administration. He has presided over and participated in many programs of National Natural Science Foundation of China (NSFC), projects sponsored by the Ministry of Education, research projects on Shanghai municipal educational science, and key projects of Shanghai Decision-Making Advisory Committee, and has been responsible for scientific research projects entrusted by the government, enterprises and public administrative departments for many times.

He was awarded the commemorative medal of "Celebrating the 70th Anniversary of the Founding of the People's Republic of China" and the honorary title of "Model Individual for National Ethnic Unity and Progress" commended by the State Council. In October 2009, he attended the Fifth National Commendation Conference for Ethnic Unity and Progress of the State Council in Beijing and watched the Military Parade for the 60th Anniversary of PRC on National Day at Tiananmen Square.
