内容简介：Modern states often improve regulation by refining the rules that map case facts into enforcement actions. We develop a novel empirical framework to quantify how such refinement affects the de facto precision and harshness of enforcement. The framework decomposes rules into two stochastic mappings: from case facts to discretionary tiers and further to enforcement actions. Using administrative case records, large language models, and expert validation, we measure these mappings and the resulting changes in precision and harshness. Applying the framework to a staggered Chinese reform that refined tax-penalty rules, we show that the reform increased enforcement precision without changing harshness. Combining difference-in-differences, high-frequency event studies, and shift-share-style designs, we find that greater precision improved enforcement quality, expanded firm investment, employment, and output, and increased firm entry and government revenue. The evidence points to reduced discretionary distortions rather than changes in case composition, enforcer composition, or strategic firm responses. Our findings thus provide a microfoundation for how rule refinement can improve regulatory quality and generate substantial economic gains without weakening enforcement.
